Deputy Director General, Legal Services at Republic of Türkiye Ministry of Energy and Natural Resources
Dr. Rahmi Kopar serves as the Deputy Director General of Legal Services at the Ministry of Energy and Natural Resources. Since 2020, he has also been working as an academic at the Department of Private International Law at the Faculty of Law, Ankara Yıldırım Beyazıt University, where he teaches undergraduate and graduate-level courses such as Introduction to Energy Law, International Energy Law, Private International Law, International Investment Law, and International Commercial Arbitration Law. In 2013, he completed his master’s degree at the University of Vienna, and in 2019, he earned his PhD under the supervision of Professor Peter Cameron at the Centre for Energy, Petroleum, and Mineral Law and Policy (CEPMLP) at the University of Dundee, focusing on international energy investment arbitration. His monograph on stability and legitimate expectations in international energy investment arbitration was published by Hart Publishing in 2021. Additionally, he co-edited the book International Investment Law and the Energy Transition with Professor Volker Roeben, which is scheduled to be published in 2025. Dr. Kopar has presented academic papers on topics such as investment law, energy law, and arbitration at numerous conferences both domestically and internationally. He obtained his attorney’s license in 2011. He is fluent in English and has an intermediate proficiency in German and Arabic.
